GetJob returns scheduling state (status, attempt, step_count, times).
Scheduling state exists only for runs submitted through this API:
investigations run interactively in the web app never enter the queue,
so GetJob answers NotFound for them — their status and results are
available via ListInvestigations and GetResult.
